I'm unable to find 3570 for under 4000. If you know where to find it let me know.i5-3570 is the best choice, coz, its already time, meaning its been 9 years since these proccy got released, it can be overclocked until 4.3 Ghz, provided u must have a NOCTUA or DEEPCOOL ASSASSIN cooler to dissipate the overclocking heat, the point is i5-3570 @ 4.3 GHz is at par with Ryzen 3300x IMHO, and can play many AAA titles if combined with 1070 or better GPUs.
so, invest less and use it with maximum OC for an year as u can go for better systems in the coming Years for best budget.

True, But i7-3770K is a different beast and it better matches the CHIPSETs DZ77, B75, H61 and added advantage is OC. XEON is good, but @ this juncture, both are obsolete, for budget people it is still a Gain, as they can experiment with non-recommended XEON CPU & desktop MOBO combination. when it fails, the investment is a failed risk.
under 4000 it is i5-3570, XEONs cost u 5K-6K
