You can never remove the bottleneck 100%. There can always be a scenario which will run better on a more powerful CPU wrt productivity.

I don't see how you can fit even R5 7600 + A620M for 20k, will cost closer to 30k easy. Surely it's faster than R5 5600, similar to R7 5700X for multicore performance with superior single core performance. R5 5600 + budget B550, like Gigabyte B550M DS3H for under 9k is a good bet for ~22k.
