Are there any L.E.D's on the card that tell you if its on or if its fan draws power from the card and not a separate connector, is it spinning? Are any transistors bent?
Ok, I start up my computer as usual and sometimes it loads windows with just the desktop background with no icons, start menu. So I have to restart my computer and it works.
And my windows is not pirated!!

Windows update updates itself but when it installs the updates says"Security update....failed" "Update for.....failed" in the progress box.

Check your start up programs, especially the ones that run in the back without you knowing.And see how much you have on your harddrives.Clear the temporary file(the one with all the temporary junk, can be done with disk clean up), do a defrag.Might help abit.Check for...
It shouldn't be the psu 's problem.My other computer has 2x optical drives and 3 hard drives on a power supply from 2001.Does the 250GB say anything about needing more power?
What does the BSOD say?It could be a hardware problem and not one to do with your psu.
Choose Cannon, its usual better...
Ok, this is my guess. I use to have this problem when using a dial up modem (which I assume you are not).To fix this I moved the modem to another slot. It has to do with the assigned line crashing with something else.
I could be wrong.
