Well, if you are good at soldering and know how a PSU works, you can try recabling your cables, but I wouldn't advise it. If you had cable management, I would've advised getting NZXT Sleeved extensions.

First remove all components, clean them thoroughly with cloth or something, then just install the PSU and the mainboard. attach necessary cables and with the help of cable ties try securing the remaining wires to the HDD cage or somewhere. Stand back and take a look, it should appear neat...

Scythe fans do not make good heatsink fans. The stock blademaster fan that comes with Hyper 212+ is the best for it. I would suggest getting another one, but you won't notice that much of a difference if you are just cooling stock.

It all depends on the amount of OC you are thinking of doing. If it is more than 3.6Ghz Then the U12P is your best bet. Also, a TRUE with 2 fans comes to around 3k+cost of fans. You might want to check that out too.
