Usage :
1. Browsing
2. Jio TV (Must Support with my Phone JIO Sim) + OTT
3. YouTube
4. Music on Bluetooth Home Theater

Samsung S6 tabs(including stylus) are sold on clearance in Amazon for 14K-15K once in a while. Good VFM in my opinion.

Samsung A9+ 4 GB isn't a bad choice for immediate purchase within this budget and is available for 14k on the corporate website with HDFC card and new user discount.
