One of my neighbour came to me for suggestion for a new computer for her daughter.
Please note he is not much aware of computer parts. Also as he lives in a small town he is planning to purchase the parts locally as he needs the system to be assembled locally.
Availability of parts is a big issue in the town.

** Please suggest Intel rig only.

For 25k budget, where monitor ups kb&m is also required, get a laptop instead of a PC. Should be more than enough for school work and very convenient in terms of portability.

Take a look at this ASUS Vivobook Go 15 AMD Ryzen 3 Quad Core 7320U - (8 GB/512 GB SSD/Windows 11 Home) E1504FA-NJ322WS Thin and Light Laptop on Flipkart

With card discount you can get this for 25k

I'd suggest opting for the following configuration, since your party is more inclined towards Intel. The i3 12100 comes with an iGPU, so you do not have to rely on a discrete one. Total is coming to around 21,700 INR (without monitor and KB/M) and you can even proceed to order them all from MD Computers directly, since the screenshot is from their website checkout page.

For the monitor, pick up a basic Zebronics 18.5-inch from Amazon, costing 2,900 INR: https://www.amazon.in/ZEBRONICS-ZEB-V19HD-LED-Supporting-Mountable/dp/B09GG4FT99
And for the peripherals, you can pick up this KB/M combo for 800 INR: https://www.amazon.in/HP-Wired-Keyboard-Mouse-Million/dp/B0827J697Z

Total without the UPS should come to around 25,400 INR. You can pick up the UPS later on.

Thanks for the suggestions. I have shared this to him.
As he needs to get it assembled and need technical support if he faces any issue he is planning to buy it locally.
We did not get the complete quotation yet from the local dealer but they are expecting it to be approx 30K excluding monitor and other peripherals which is way overpriced.
Will update once I get the final quotation.

With ssd, kb&m, ups and monitor too?
Umm with monitor, then its slightly tough, as monitor now a days alone cost like 5k.

I'd recommend you to get to some dealer who deals with Open Box units, or Used units with warranty.
Cuz a low end system, there's no harm to get used parts, as low end parts are meant to survive disasters xD
30K excluding monitor
Def not a good to go offer.
Could get cheap cheap parts and have it sorted undder 25k total incl all peripherals.
