Airtel 128kbps plan is acting as 400kbps ?

got burst speeds again today....lasted for abt 15 mins.... When I started timing it, I did 39 MB in 13 mins.

I was using Limewire. And then it just slowed down. I dont know if it was a thing only with limewire or not. I was downloading one file and I got superb speed.... I was getting 47-48 on LW and at the samr time abt 14 on Bit comet.

after that file finished downloading, Bitcomet was doing max 29 which is standard.....

I tried downloading another file from Limewire but the speed is same....30-31 max.

Its usually over within a few hours, though someone in GK (Delhi) claims to have had these speeds for a week or so...

EDIT : i put cl_cmdrate to 2 then the ingame pings show ~5,10,20...but in the server tab it remains ~55///whats the use of this command?
