You cannot add 2 to cart. Even more so you cannot "add to cart" for 1 device with exchange.
They've made the deal deliberately so both offers cannot be applied at the same time even if you exchange the cheapest phone ever you'll get at least 5000 off + value of old phone which makes the total below 23999 INR hence the card discount is NA.

Yes. But they did let it go for 14k a week ago without any tricks and now you have to pay 22k for same thing. It may receive better deals later on.

I assume they've got a very large stock of this model for some reason, and now they need to offload it anyhow before it becomes obsolete. As long as they got the current stock, the offers are going to get better. But who knows when that stock dries up!

Mi 11x was already the best phone for its normal price of 27k but these prices are getting absurdly low.

Yes, tried a lot last week - that 22k limit was not allowing for the exchange offer. You could get only one - card or exchange - not both.

Officially yes, but it was possible to get both the offers together for a brief period. Maybe a bug at their end. People have ordered with both offers.

s20 fe 5g and mi 11x 5g are miles apart. No nfc/wireless charging in mi 11x 5g. AFAIK, No promises for long term updates for mi 11x 5g and One UI is a very significant upgrade from Xiaomi's MIUI.
