If it's dead, an interim solution would be to use a 90 or 120mm fan and zip tie it, those will cool down the GPU.

already done ,actually that ribbon cable is like paper instantly tore off fan is impeccable

If you can't get your hands on that fan, may I suggest you buy some aftermarket GPU fan kit. From what I know, there are people who swap out the original fans and Noctua sells such kits.
