Bandwidth monitoring software/router

There is always that one family member who just drains the bandwidth completely by watching videos. In my case, it is my sister! Which is why, I beg any of you guys to give me some suggestions. I need a software or a router which can throttle ONLY the user misusing the bandwidth. Any suggestions?

Netlimiter. You can control bandwidth and as well monitor.

Was in similar situation some time back and this tool worked wonder.

Networx isn't working for me as due to some reason it cannot listen on my router, NetLimiter does not manages Wifi Connections.
