No phone in the market today has optical zoom. There are a few japanese phones but they don't work in India. The Nokia N8 is absolutely the best camera phone in the market today.

there is no other phone which matches its camera quality
but i have had one bad experience with n8 - dont know whether it was the problem in my friend's phone or not
the pics i clicked with n8 had red spots everywhere even after cleaning the lens
and the pics i clicked with my omnia hd were better than n8 at that time

But no 3G, WLAN, 2.4" QVGA screen. 
I would say better get some Canon Powershot with 10X optical zoom for ~10k and then a Dell XCD35 for ~10k. Best bet in your budget if you need a good camera with long zoom but also a decent phone.
N8. No optical zoom, but if you take pictures in lower resolution then there is a sort of intelligent "crop" zoom using the large 12 mp sensor. It's surely not optical but does work incredibly well for videos..
That spice phone is shite. Great camera for a spice phone but terrible ui. Anyway if the op is after optical zoom that's the only phone in indian market currently. Or maybe look for a used n93.
