Basically, it does not matter if your old passport is of whichever address, your new/renewal has to be applied as per whatever PRESENT address you mention in the passport application. Like i have mentioned it Mumbai, although maximum time I am in Pune and so i got to select only from the 3 PSKs available in Mumbai.
