See it belonged to Tibet and got given to us in 1914 by them. Now the Chinese occupied Tibet in the 50s and therefore for them Tibet does not exist anymore. So if the Chinese agree to relinquish claims on AP then they are recognising Tibet was autonomous at some point in time and was able to give away land. This they cannot allow and is why they cannot give AP up. Thats all, question of doctrine.
