Complain against Kashmir's HouseBoat owner

I had booked a Houseboat in Kashmir last year and paid booking amount(May,2016). But till today , i ahve not recieved the booking amount after cancellation of the tour.

I have send the money through NEFT . The owner also gave a credit letter that he will return the money by March end(2017).

I want to make a complain regarding the owner and want my money back.

Kindly guide on the options available for me.

The special citizens of India are under Ranbir Penal code.
