Complain against Kashmir's HouseBoat owner

I had booked a Houseboat in Kashmir last year and paid booking amount(May,2016). But till today , i ahve not recieved the booking amount after cancellation of the tour.

I have send the money through NEFT . The owner also gave a credit letter that he will return the money by March end(2017).

I want to make a complain regarding the owner and want my money back.

Kindly guide on the options available for me.
 
Can't do anything, you are screwed & money gone
IPC not valid for them
The special citizens of India are under Ranbir Penal code.
 
can I complain to J&K Tourism dept.. or consumer forum will be of help... I am thinking of flashing this persons cheat on.. all online travel portals/ forums...

Won't help. The Kashmir tourism industry is not organized like other countries
 
Money lost. Forget kashmir, in pune famous tours and travels loot people daylight and no one can do anything.
It's in their Dhanda!
 
Your boat guy must also be busy in making money from Stone pelting
Give him a break, poor guy living on government subsidy & fleecing money from people out of Kashmir.
