PC Peripherals Core i7 config in 75K

This is my first post here. I need a new corei7 config which i will be buying in 2-3 weeks. So need your appropriate suggestions on this. Here are some of my queries which should be taken into account while deciding the config.
1) My budget is MAX 75K
2) Since i live in pune, the prices here are much higher, so please suggest me a good place to buy all these components[ A good place i found is theitwares.com]. Also can i get a assembled PC out of this, since i cannot assemble all of it from scratch.
3) The max. temperature here reaches around 45 degrees :) . Is an extra cpu cooler needed for this?
4) Should i wait for the ATI Radeon 4890 OR GTX 275?
5) Should 3GB memory suffice or should i go for 6GB RAM?

Thanks for your replies, desiibond and gamer x. Where can i get the GTX 275 then? and will the stock cpu cooler be enough.
If i get the GTX275, will a 650W PSU suffice?
 
wats the price for the Asus x58 mobos Rampage II Gene and Rampage II Extreme?? r they available in India??

Get a corsair TX750 just to be sure. You can get the card from theITwares[rahul] for 18.6k

Thanks guys for ur amzingly fast replies. Amitash, the config u specified seems the most to be the most probable i will buy. But since i am on a strict budget of 75K, i am thinking of getting the 4870 Palit Sonic edition and a 650W coolermaster PSU. Any suggestions on how can i get the config down to 75K? I dont need the speakers, Keyboard and mouse since i already have them..

1)Replace 22" with a 20"(since i have a 32" bravia lcd) and save 2k there
2)Add 2K in the RAM budget and get 6GB as mentioned by you above?

pm "katmandude" on techenclave with product links

in my opinion don't replace 22" with 20" as the 20" has a weird resolution instead you could try accumulate 2k more to buy 6GB RAM

you could buy a BenQ T2200HD for 9k
 
One last question..i've read somewhere the GTX275/HD4890 would be available to retailers at around 250$. So if i wait a week or so, can i get them at 15K or something which should be better than GTX260 IMO.

they are already at $250 since their launch but KMD takes 17k

15k seems impossible unless dollar rates become 40 :P
