CPU/Mobo Desktop does not start immediately after switching ON ups & Power button on cabine

Hi All,
I am having this peculiar problem.

If I switch ON the UPS (monitor powers up fine) & immediately press Power button on my desktop cabinet my desktop does not start booting ( No smps fan sound or HDD - power LED glow ) But if I press Power button on Cabinet after 5mins of powering ON the UPS, the desktop boots normally.

I have searched the net , replaced the CMOS battery but same problem persists.
Even ran a pc-doctor motherboard RTC Accuracy test & it passed the test.

Please suggest how to resolve this issue.

PSU : Generic HCL PSU 250 Watt
UPS : Previously HCL 600 VA - changed to INTEX 600 VA issue still persists.

PC Config:

P4 - 845 motherboard - 1 GB RAM - 1 Internal & 1 320 GB external HDD

Try different PSU .

Most probably PSU is faulty.. Happened to my Antec SL-450 a few years ago.. PC wouldn't start after switching on the power but after ~10-12 mins it would start on its own...

Also there was a slightly high pitch humm coming from it while it was not able to switch on..

Try another PSU...
