Looks like ICICI Visa Debit Card works with PayPal. I just added my card and tried a test payment and it worked perfectly fine. The charges were displayed in the online statement immediately.

I had tried to use ICICI debit card in Nov 2011, I added the card & when I procedded to payment via Paypal Gateway for Ebay.com purchase, Payment failed, Rs.1.00 was deducted as Conversion charges but the transaction failed

Had used HDFC netsafe then.

So did the support began recently?

Ebay has gone bonkers! I have an item for sale on ebay which is not yet sold but the listing page shows it sold.

Paisapay has no txn details nor do I have get buyer details.

Yes, it started recently. Cause I had tried to add the card 1-2 months back and it didn't even let me. Today I added the card and even let PayPal charge the $1.95 for confirming the card. There were two transactions on the online statement, Re 1 and Rs 100 or so.
 
WTH, you have to pay $1.95 to create a paypal account? The only reason i'm about to create one is to use the $5 ebay coupon from dailyfeats, and it doesn't seem worth it if they're gonna charge this much. Or do they reverse this fee later?
 
^ Lol No. That's just for confirming the card. It will be credited back to the card after you enter the confirmation number.
