Speed doesnt depend entirely on the ISP but also of the seeders of the torrent. IF you run speedtest...99% of the time you get 300+ mbps. When you download a torrent, it varies..but then I dont put it for download and watch it...normally I have few torrents running and I sleep over it...next day..they all are done.
Outages are definitely a problem..guess few seconds every hour or two..but comes back immediately. Very rarely do we have outages that are hours long... only on those days where the entire colony has day long power cut and hence the local cable guy's UPS too gives up. I am pretty happy with the speed to price ratio..no one comes close
As has been mentioned many times in this post and elsewhere, the experience of Excitel is 100% dependent on your local guy. Hence do your due diligence on how good your local guy is.
