After you have completed the final mission for Willis (W) you will be able to do a campaign mission called 'A Key to The North'. Doing that particular mission opens up the bridge to Northern Kyrat.

Just keep playing the main campaign missions and the game will introduce him to you in the mission 'Free Willis'.

Restarted after a long time. unlocked around 3 towers by not climbing them but visiting them with that buzzer. That way it becomes easy! Its good that they have included this vehicle. However the buzzer alarm goes off too often.

Thats because of the altitude limit.
