Folder options and similar ON OFFs

I was going through my brothers pc n found this (refer images).
In folder options & system, for every option you enable ir disable, it notifies you ON or OFF.
Also, its on every radio button.
I asked him how he did bt he had no clue.
How to have similar option in our systems? I didnt find any tool for it.
Any idea?? a tool or registry tweak?

Must be a tweak for sure, but do not know which one.

Maybe other members can bring in more clarity.

if it is ticked then its ON n if nt then its off.. is all can c in that pic...n thats usually how it works... why would any1 require to read if its ON/OFF ??!!
