PC Peripherals Getting Low FPS in every game... Guys Pls Help...

My Config:
CPU: Intel Core i5 750
RAM: Corsair XMS3 1600MHz CL9
GPU: Sapphire HD6950 2GB
PSU: Seasonic S12D 750
Resolution: 1920x1080

Guys just yesterday i bought HD6950 from lamington road... and now the problem that i am facing is that in most games i am getting low FPS... In Call Of Duty Black Ops i m getting

I used Fraps to check FPS... :)

Does the newly bought GPU have any kind of problem? Why am i getting low FPS? And yeah one more thng my GPU idles at 58c :( and onload temp goes upto 78c

I am using the latest ATI Catalyst 11.2 driver... And in CODBO the framerate goes below 30FPS in graphic intensive scenes... Is this normal? i was expecting above 100FPS as this is a DX9 game and playable on almost every mainstream card...:(

How much FPS do u get in CODBO? u have GTX580 right?

And one more thing i dont get above 60FPS in almost every game... And i am not even able to play FIFA11 properly on HD6950 on HD Resolution wid all settings cranked up... :(

Cod bo is a f-ed up game in terms of coding. Don't use for checking FPS. Plus most games have locked FPS.

I have used FRAPS coz almost everygame doesn't play smoothly on my rig... :(
 
Download 3D Mark 06 and Vantage and report back with the respective scores.

What other games have you benched?

3D Mark 11 Score looks fine to me. I have noticed that you have CPU running @ 2.8Ghz, i think you need to overclock the CPU to atleast 3.2-3.4Ghz to run games smoothly. See this link

Just to reduce the temp i have increased the fan speed to 40% and now my GPU idles at 48c. Is 48c a normal idle temp?
 
I dont knw abt 6950 but my 5770 idles at 41-42c with no dust on fan and arnd 45-46 with dust on fan , as long as ur ingame temp doesnt go beyond 90 constantly i guess its fine

Are u able to play CODBO on HD5770 witout any stutering issue?

no offence, but that is one stupid suggestion..

have you noticed benchmarks(if you see the charts ever!), even a 2GHz i7 gives almost the same fps with the highest end cards on almost all games as a 3.5GHz one(exceptions are there)

I would say do a fresh driver install with Catalyst 11.1(11.2 sucks). Do it after using Driver Cleaner(I know you had a HD4350 but still).

Next, update the DirectX Libraries.

Tell us our room temperature and cabinet fans, how many?

HD6950 is a hot card.

Try Catalyst 11.1 along with the patch.

Idle and load temps depends on room temps, case ventillation etc. 58oC @ 25% custom fan speed is a bit high say 10oC, load temps seems okay though. Post Idle clocks of the GPU. Normally HD6950 idles at 250Mhz core/150Mhz mem @ 25% fan speed. :)

Sankhadeep suggested me to install a new driver... and u r telling me to install old driver... i am bit confused :S... i wud do that to see if that resolves the problem...

I dont have any equipment to test room temperature... :(.... but yeah one think i can say that my cabby is not very well ventilated.... just one rear fan is installed in it... and the cabby is under the table not over the table and one more thing that my table is open table (custom Made :P) doesn't have door system to lock the Cabby fully... i know that i wud see some drop in temperature if i'll keep the Cabby over the table... the problem is that my table is not not wide enough so i can't keep the cabby over the table...

In NFS Hot Pursuit how much FPS shud i expect as i am using HD6950? In some scenes FPS drops to around 45FPS... But yeah NFS is running most smoothly on my system that any other game coz framerate doesn't drop below 35 to 30FPS... In CODBO framerate drops to 4FPS from 45FPS :(

Guys this is the first time that i've bought a high end GPU so kindly bare wid me... And do not get angry if i am asking any noobish questions :P
 
Guys downgraded the driver from 11.2 to 11.1 and now it seems that the stuttering issue has gone :D but in some scenes the framerate comes down from 60FPS to 45FPS... Is this normal? The same Happens in NFS too... :(
 
I think your FPS are fine, but it is always good to verify. Though the choppiness which your are pointing out is slightly worrisome. Could be that your CPU is not supplying enough data to the accelerator. Download Rivatuner and it will tell you all the metrics. It has a monitoring module which pulls in all relevant data. Select these options:

1. GPU Temperature. Core and VRAM.

2. CPU Load

3. GPU Load

Run a couple of shooters and lets see what is happening on full HD, since the CPU bottle neck should not be there.
