Those numbers etc are required for commercial shipments for companies etc and this is probably where he got confused. Tell him that this is simply a personal shipment that you are doing. For personal shipments, he will simply need a declaration that the product you are sending is for personal use 'only' and has no commercial value

These guys at the counters usually have no idea of the requirements and the different scenarios
I have used BlueDart to ship an LCD to Punjab and got the same requirements from them as well. Took some explaining but in the end they came around
