The SIM slot is built-in to allow for easy SIM card swapping, but there is no built-in GSM/3G radio unless you specifically order one. The optional WWAN card installs in one of two mini-PCI-e slots under the keyboard. It's not too hard to gain access to these slots, should you choose to add a card later, and the wires for the built-in antenna are already routed to the appropriate location as well.
As for available WWAN cards, Dell US offers an AT&T-compatible HSDPA card and cards supporting Sprint and Verizon EVDO Rev. A service. I'm not sure if the AT&T card can be used with other GSM services at EDGE/GPRS speeds. I'm also not sure which cards may be available from Dell outside the US or whether additional cards can be purchased through 3rd party vendors.
