Monitors Help : Best monitor under 13000 INR for reading/studying

Hello friends i need help,
Recently i sold my Samsung syncMaster 21.5 inch LED monitor and now i need to buy a new one.
I tried searching forum but failed to decide on one.
Purpose:-
For long hours of READING(8-10 hours).So it should be good on eyes.
some programming ,CAD and movies.
i do not play games.May be twice a year.

Preference :-
Brand:- popular with good after sales service.
Size:- atleast 21.5 and upto a maximum 24 inch diagonally. ie. 22,23 or 24 inch
Budget:- maximum 13000 INR. can go upto 15k if it is really worth it.
Resolution :- preferably Full HD or up.
Panel Type:- IPS or better. (No TN panel).

Monitors i found out:-(i am not stuck on these.these are just the ones i found fitting my preferences)
1.Dell:- P2217H , P2317H , P2417H
2.Samsung :- ,LS22E385HW/XL , LS24F350FHW
3. LG :- 22MP68VQ , 24MP88

You can go for either of these two. Both are really good options.

I would suggest to go with any Dell monitor which is eIPS or so, and please get an eBook reader - @mutant is selling them Kindles cheap - for reading.

i have signed up for online classes.so e-reader like kindle will not work for me as most of the content they provide is over their proprietary software or in pdf format.
flow text is not available.

also can you please tell why eIPS?
i did't find monitors with e-IPS panels .
is it AH-IPS is what you are taking about?

i was going to purchase P2417H ,but i discovered that it has a ghosting issue reported by many users and still not fixed.
So i am back at square one.

now dell P2217H / P2317H / P2417H is off my list.

again open for suggestions.
