How to file a complain against online cheats

@mods, i tried to have a deal in an online forum but there i was cheated. I am not giving any details or anything. I just want to discuss the mater and want to get some answer. If you think that i have violated any rules...please feel free to delete this thread.

I made a deal with a guy from other forum, but that member cheated me:(, now i want to take some legal actions against him and i want suggestion, advice,... from you guys as this is the first time that i am cheated.

Against the guy i have this phone no, two bank accounts and can get the ip if necessary. The problem is that i am from assam and i don't think there is any such branch in assam for solving such case.

So here i came to ask for help.

I am from Shillong and I am sure that Assam Police has a Cyber Crime cell. You need to contact the authorities and inquire from them.

Your nearest Police Cyber Crime cell is well equipped to handle such cases.

Just some advice: Make sure that you have sufficient evidence before approaching the Cyber Crime cell. Also, make sure that the loss suffered warrants the hassles involved in lodging a complaint and then following up.

Practically speaking, you can't do anything. I have lost close to 1 lac or so in online frauds, even when I sometimes had their phone number, and/or had done genuine deals with them in the past. But there is nothing which can be done, for all practical purposes.

Filing a case etc involves money which is a lot bigger than tens of thousands here and there.

You should just know who to deal with, and be careful and hope for the best, rely on your luck. You can't do anything else!
 
yeah i know i made a mistake. Is there any way to get the contact no of an ICICI bank account holder?
 
Perhaps through the Crime Dept. But practically, considering the Indian setup and esp with the kind of bribes for everything. Don't bother for anything below 20-50k at the very minimum. You may end up losing something and getting nothing, besides wasting your time.
 
Share the details of this person including name,phone number, bank details etc. Eerything you have on him. Please do this so that other members dont get conned by the same person trying to sell something here using another ID

you cant do anything to get the money back .. but rather save others from being cheated by the same guy again :)
 
I am OK with that, but i need mods approval, not interested in getting some sort of infraction :P

This member is nikolain, whereas the member who cheated me was nikolai. Can't say that this is the same person, also his location is different as well as his age.

And about his sister's profile and one is free to search orkut/fb/... using her name.

Called that number today, some brunch of guys picked the call and said that they don't know nikolai and so so...at last one of then spoke with me i told him the summary of the problem in short he hang up the call saying that its wrong no...

I tried again explain him most of the thing he said that this is wrong no, i mentioned that i spoke with nikolai on that same no 2 weeks back, he said that he will look after the situation, i added that i will file a police complaint if he makes no contacts.

any further advice...
