You mean manufacturer ont/ony model specs but that only mention the lowest signal limit in dbm beyond which connection is considered as "unstable" (for some huawei model I saw -27dBm)?Check ont spec.

-23dbm is more than fine. Local fiber operators typically target -25dbm (which is a lower power level compared to -23) and I get 900d/800u+ mbps in BLR with that.
