HTC Desire HD 2.3.3 Update

Hey guys.. I got a Desire HD..got OTA updated to 2.3.3 couple of weeks back.. mine is a European version ;) .. the battery life has been considerably increased I must say.. the performance has been improved.. i dont see much difference in the color saturation.. overall its a good so far! But i have one issue.. the notification bar when i drag down or up.. there's a lag or kinda not smooth.. it wasnt like this when before i updated.. any of u guys experiencing the same ?

My nephew has a Desire HD bought locally. But he still isnt getting any 2.3 Gingerbread update notifications! The phone is not rooted and carries stock Sense ROM. He has even manually checked for updates but no result.

He works in merchant navy and will probably join a ship within 2 weeks. Most probably in USA. If he gets a update notification there, should he update a bought in India phone with a US update?
 
if his phone is the indian version of the DHD (can verify the firmware, it should be like 1.84.720.3 or 1.32.720.3) he can download the OTA update anywhere in the world without any problems as he will get the indian OTA only.
 
His software version is 1.32.720.5. Can he download the OTA update anywhere? Also why isnt he getting the update prompt here yet?
