Here the difference is the price, size & HDR I think. Both are IPS panels. 32" is HDR10 while 27" is HDR400. Which one is good or best under ₹20k

32GS60QC seems to be a VA panel. VA is supposed to have better contrast, better black levels but have other issues. ips is safe choice, but some will definitely prefer VA for the contrast. Neither comes close to oled/miniled.
I have never used VA, better look for reviews and search for pros and cons of VA panels. Samsung is supposed to have mitigated a lot of the shortcomings of VA, but entry level monitors may have issues.
Every display tech has its pros and cons, nothing is a clear cut win for all cases, so you have to chose.

HDR - ignore it, it doesnt make much impact if its not oled/miniled. I tried in xv272u. I could be wrong, dunno. Cheapest good option for this are miniled. But i havent used one.
HDR10 is a format, HDR400 is a certification, so its apples and oranges. HDR400 doesn't mean much.
Since I already am using 32" VA monitor does downgrading to 27" looks small or not?

Why you want to shift from one 32 VA to another ? 32GS60QC is VA -
how do you find yours ? If you can live with its shortcomings, you might not like ips contrast.

yeah i like 32 very much vs 27. But 1440p at 32 will reduce ppi, whether it bothers you probably only you can find out. i think it might be similar to 24 1080p vs 21 1080p.
If you like your 32 VA, then ill say keep it and save money. oleds keep getting cheaper, in future you can look at those, they make a huge difference.
But only for content due to burn in risk. Or minileds.
