Today just 5% of the population qualifies to pay income taxes, a party that doesn't pander to the poor doesn't get into office. Until incomes rise nothing will change. The theme with this govt has been to appeal to the young with promises of development. Which young. The ones from the villages the lower middle classes.

Because tax payers must all be crooks. Simple. This is the politics of the poor. Those who don't pay taxes getting those that do to pay out so they can get their handouts.
to check my claim, file RTI in any govt organisation/psu about their last 10 tenders and evaluate the actual work done by contractor.
you will have real idea about who received less handout and who received more.

This is a different story. Civil contracts & patronage networks and nexus. Ruling party gets 75% of the spoils, opposition gets 25%.
we have a project in my city called tender sure. The contractors were most up in arms about it because there was no way for them to play the system. Its succeeded in bringing in some transparency and quality. The question however is upkeep. Building is one thing. Who does the maintenance.
This is a very dirty area everywhere. My property taxes have gone up, garbage collection is a damn nightmare. I don't understand where my taxes are going.

Not criminals, all tax payers. If the govt decides that taxes need to be increased in the future for whatever reason they now have controls in place to increase those revenues. A left leaning govt that comes to power can implement more stringent redistribution policies.
if jobs don't materialise then handouts have to go up. Who pays ?
Operating assumption is by widening the tax net the burden will be more equitably shared. Hope so. That taxes won't go to high too soon
