I am not sure of this but I suppose not all commands require internet for SIRI to work and give responses. For instance, keeping a reminder doesn't need one or for doing some basic math which SIRI does through the inbuilt WolframAlpha answer engine.
I too feel that SIRI maybe a novelty for us Indians and can turn out to be quite embarrassing is used in front of a crowd with all that English accent.
