Is it necessary to have peers and leechers to start upload after downloading a file ?

I can't seem to upload certain files after they finish downloading. As in , they remain at 0kbps uploading status only, even after automatically getting into upload mode after the download is over. what might be the problem ? they show 0 peers and leechers also. is that why I am not able to upload ?
 
does the upload work during downloading? are you sure your listening ports are open on your modem/router?
 
yes upload and downloads use different slots altogether and they can happen simultaneously. I have many a times uploaded more than say 5 Mb but only downloaded 2-3 Mb. This happens mostly when here are no seeders and there are peers who have downloaded less that what you have and reaching to the max available download level with help of other peers like mine
