Instead of all this hassle, better to sell it to new tenant at the same location or to someone in same locality. Since its a prepaid connection, your friend might have paid security deposit also which will be returned only after surrender.

OP, ask him to check if they can convert Fiber Plan with AirFiber (with payment of difference)
