I don't think so. Have you got the usual mail from SNS and PPOBox of the increase in customs like they sent last year.
Also read my last post in the Budget thread. I think the 10% BCD won't affect mobile phones. It is for the telecom sector not electronics like mobile phones.
 
^ But the new customs would be applicable only from Aug 1 right ?
So, we may yet receive the mail from PPO/SNS.

Lot of website said Mobile Phones to get cheaper but 10% customs - confusing as hell.
They should at-least have clarity in the national budget !!

After going through both the amendments viz. 2005 and 2014, I can safely assume this duty will not be levied on mobile phones.

HS code for mobile phones is 8517 and it was exempted from BCD in 2005 as you can see from
http://www.cbec.gov.in/customs/cs-act/notifications/notfns-2k5/cs24-2k5.pdf

The new act amends this to exclude certain items. You can find the names of the items excluded from http://www.cbec.gov.in/customs/cs-act/notifications/notfns-2014/cs-tarr2014/cs11-2014.pdf

As you can see the items which have now been excluded are related to the telecom industry and no mention of mobile phones is there.
