My relatives stay in tier 2 city. When they were getting internet connection, only local ISPs and BSNL were available.
Local ISP vendor was always available if there are any issues and would take 0-2 days max to fix the issue. Meanwhile neighbor had bsnl, he had to call them and someone will answer and will say they will look into the issue. It will take multiple calls, sometimes even office visits and atleast 2 days usually to fix the issue. This is because it's maintained only through govt job employees but not private vendors.
Otoh, in our tier-1 city, private vendors for bsnl are available and they fix the issue within hours.
So I would suggest talk to your local ISP and see how they respond. Also take prepaid if possible, instead of postpaid, so that you can exit easily if not satisfied.
