Well I am importing a Yamaha RX V 473 from the US for about 400$. And thinking of pairing it up with a JBL Cinema 500 (Simply because thats the one i was able to audition :( )

JBL is costing me 35k in Pune. . .Have to find out how much it would cost in Mumbai in Apha or some place like that. .

Besides, the sound quality of almost all Denon receivers is pretty lacklustre - though this is my memory and not based on an audition of the 1513, so take it with a pinch of salt. If you are to persist with the speakers, at least try and get a better AVR. In any case you have already breached the 2x cutoff (which in my experience is what the actual budget always is) so if you like the sound and can afford it, go ahead with the Denon/JBL combo.
Lackluster? It plain sucks! The 1501 is a way more musical. I am waiting for the right opportunity to get rid of my Denon 1611. It got the chops for movies and games and does audissey etc but when t comes to music its exposed.

OK so after a lot of changes (**Again) i have now decided on one of the 2 combos :

Combo 1 : Denon 1713 + Wharfedale MX-1
Combo 2 : Yamaha rx 473 + Wharfedale MX-1

Hoping to bag either of the receivers from the US for sub 20k and speaker package for sub 40k for a total spend of 60k + cables & fitting (around 4-5k)

Did you try locally if you could source a marantz NR1501 receiver? I recall that hifimart used to sell it for some 22k odd IIRC. Used to be a good price. In the grey market, you can have it for much less. It's a solid AVR!
