Need help with Paypal/AliExpress (Expecting refund from seller)

After raising a dispute, I am expecting a refund from a reputed seller on Aliexpress. Amount is around 14USD.

Refund did not succeed as I came to know that my paypal account is limited. I have linked my bank account for verification but it will take 4-6 days in the processes.

Meanwhile on Aliexpress, I need to cancel the dispute today. The amount (less than dispute amount) has been mutually agreed with the seller. I am not sure, if I should close the dispute early and hope the seller sends me money later.

So I'm in for some advice
  • Is there a way to expedite verification process on Paypal
  • Is there any other way to receive refund
  • Is there anything I can do to ensure seller fulfills his commitment of sending refund
 
I have seen this issue with PayPal on Aliexpress and hence I prefer using credit card for purchases on there.
Usually a seller can just reverse the PayPal transaction so there is no need to attach bank account with PayPal account for getting refunds. However sellers on Aliexpress send a new payment as refund and that not only results in the need for a proper PayPal account but also in the buyer receiving less amount as refund because PayPal charges 3-4% for their services.

See if you can ask him to refund the original transaction on PayPal rather than sending the refund as a Payment via PayPal since both are 2 different things.
 
Original payment was done via Aliexpress. And they will not release the payment to seller until dispute is resolved. The seller is offering refund via paypal out of Aliexpress .

I note your point of 4% charges by paypal. Is there any other way out ?
 
Can we pay through PayPal in Ali? Does it workout cheaper when compared to HDFC Platinum Debit Card payment, ofcourse they have some weird forex charges?
