Graphic Cards new gts250 gives prob

ok...bought n installed new Palit GTS 250 512mb but it gives problem each time i start my comp.

The screen has some extreme noise with burning sensation (couldnt find any other words) as below:



there you can see curves all over....which keep on moving with noise giving it a smooth trailing effect.

this happens for abt 2 mins evrytime i start my pc.

After removing onboard gpu drivers, I did clean install of the drivers tht came with the card n also of the latest ones i.e.190.62, but in vain.

I removed all the gts250 drivers n enabled onboard gpu (gma3100) of dg33fb mobo, it works fine n doesnt have tht noise problem.

-help.

edit: by "noise" i mean video noise and not sound.
 
Monitor details please, also previous graphic card and motherboard information.
 
my specs are:
C2D 2.66ghz
intel dg33fb mobo
trans 2gb + ocz 2gb (both 800mhz)
1tb + 250gb seagate
samsung 2233sw
basic iball cabby
vx450

btw, how does disabling vtune help?

edit: are any of these 8800's graphic card available in the market like 8800GTS/GTX/Ultra 640/768 versions.

and, are there any softwares that can test if my gpu is working properly?
 
found that the jittering starts if my cabinet is left open, if I cover my cabby, even with cloth cover, slowly the jittering stops, and if I remove the cover, slowly the jittering develops.

why?
