^ Yes, NetSafe cards will still work, as it's Virtual Credit Card :)
i have doubts... i was using kotak's netc@rd vcc for quite a long time..but since few days now i am unable to add vcc to my paypal account, i tried with many cards but still no use.. i think we can't use indian vcc's anymore.. anyone could confirm the same!?

i successful added a AXIS Bank Visa Electron Debit Card ...

Msg:-

1. n 2-3 days, check your Card statement for the charge from "PAYPAL" with a 4-digit code next to it.

2. Log back in to your PayPal account and click Confirm my debit or credit card

3. Enter the 4-digit code from your Card statement.

We'll refund the $1.95 USD or equivalent charge into your PayPal account within 24 hours after you confirm your card.

Was this step earlier possible? Or it gets rejected at later stages

I saw that there is a lot of confusion regarding paypal account using debit cards. Let me clear that.

Yes debit cards work with paypal. I have my ICICI VISA Electron linked to my paypal. But the catch is, all the debit cards can only be secondary cards. You need to signup using credit card first and then later you can use debit cards/bank accounts additionally.

Hope that clears it all.

^ My primary card is a Visa Credit Card but it didn't accept my ICICI Visa debit card as secondary.

Also my friend was able to use his Indian Bank debit card directly as a primary card.

Well, I still think it's the fault of RBI, why should paypal change their rules only for Indians and bogus RBI rules??

RBI wants them to operate as a bank and pay interest if they holds money, means RBI is forcing Paypal to do this, Paypal is here to make business, why should they turn themselves into a bank??

RBI wants the report of payments if it's >500, again they are interfering on Paypal's internal works.

We users are accepting and using Paypal after knowing all their charges and all that, so there is no question of RBI forcing paypal to do this.

I think RBI should accept and operate Paypal freely. What's is RBI's problem when the user's are accepting every rules??

Paypal has its own selfish motives.

1) It does not want to pay interest on paypal balance.

2) It scared, it might have lower its transaction charges. current charges are too high and they

3) Last & most important. you need to abide by law of the land for conducting business in that country. if paypal needs to function in india, it has follow all the indian rules.

Btw, I hope paypal gets the "Indian way" and then there won't be a single issue. you know what I mean.*ahem* *ahem*;)

Exactly, Paypal wants to be a bank without having to follow the rules banks follow. They are a disaster in modern transactions, they need to be replaced with something which is more controlled, something that can't screw us over at will.

1. Ya, that's right, they don't want to pay interest on the balance. But is there any reason why they should pay interest?? It's not a bank at all and paypal don't want to be a bank.

2. Ya, I agree this. :)

3. Well, that's why paypal choosed not to do business in India. It's us - We the indians became looser, nothing is going to take effect on Paypal's side.

1) Have you heard horror stories of paypal accounts being frozen without any prior notice? if paypal operates as a bank, then RBI can help all indian consumers. it can interfere and protect our interests. because all banks come under RBI

3) Nah, Its paypal that's acting like jerks. if they follow rules give by RBI. everything should be fine. we should have been fine.

^^Hmmm...really never heard of this thing. If this is true then this forced rules by RBI looks really great. As they really want to save us if anything goes wrong at all.

WTF is happening with paypal and India :@
This seriously bad.
No it is not. Paypal is one of the worst companies around right now. They want to work as a bank but not follow any safeguards or come under the purview of banking regulations. RBI is doing a great job of standing up to them. I wish the US, UK and other countries followed suit and declare them a bank. (Or at least apply the same rules as those applied to Visa, Mastercard, Discover, AmEx, etc)

Paypal sucks when they freeze the account without prior info ........ I have lost many dollars and then again I simply create fake account to buy goods from chinese and ebay.com like websites ........

i have successfully added an AXIS BANK visa electron debit card but i am still not able to add funds.. is there any other solution ?? For verification they deducted 91Rs from my accound and added to my paypal balance as "Bonus Recieved" .

^ There is no option or the need for adding funds to your account. Just proceed with the payment and the amount will be charged directly to your card. :)
