are you sure there isnt 2 +12V lines? i remember iBall PSUs having 2 +12V written side by side.
anyhoo.. since a new corsair GS600 (true 600W by the way, with 48Amps on +12 rail) costs 4200 + tax, you cant expect more than 300rs if thats a 20A on +12V only.
as for the GPU, why not try somewhere between 3-4.5K? it depends on your luck.
