No not really. Local cable providers might have no FUP but I depend on internet for my work and uptime and quick turnaround time incase of outage is more important, something which I have found sorely lacking in these smaller providers. Btw, have you tested the no FUP claim? Some of them advertise no FUP and start whining when you start downloading more and more and finally throttle you.

i earlier was on a 20mbps 32gb fup plan for like 500rs with post fup 2mbps and Nope,there was no lag or other problems,i was able to play multiplayer games perfectly,i will try the no fup claims this december by downloading 4k tv shows and games,i am out of hdds at the moment.

Not exactly.. The base game has good amount of content.. The main story line is completely playable with the base game itself..
The DLCs mostly add a few extra modes to both online and offline gameplay..
