Try creating a Blizzard account with country set to Argentina. You should be able to access the regional store without any VPN. Buy through international cc. If you already have a Blizzard account, might have to use a VPN.

I tired login in with my current account using VPN showed the US prices. The created a new account purchased it, the billing details were obviously Indian, the purchase status is queued, not sure if I can gift it to my US account.

You can't gift it from Argentinian account. For that there's the Singapore and Mexico store.

From what I hear it runs fine after multiple patches and fixes. Some people report performance issues with fancy effects like smoke from Batmobile on mid range systems but that's acceptable.
