R7 7700 is worth 4k extra over R5 7600 at 17k, but at 25k+, it is a poor value. Gaming performance improvement isn't much, barely 2-5% but extra multicore performance is surely good to have.

That PSU is an ATX2.XX standard PSU as listed on the PSU tier list. While it will handle 9070XT's transient spikes if you were to upgrade to team green in the future it will not be sufficient. The amount of cores doesn't matter as much as one would think for gaming. Much less so if you are playing at 4K resolution. IPC performance and X3D cache matter more, especially for processor intensive games like turn based games. Which brings me to my next point.Waste Of Money.
Don't Build 6 Core processor at 1.50L budget.
There is lots of better option.
Now this completely derails the plan of building a 7600/x build. If you plan to play paradox games you will want a X3D processor in the build. Ideally a 7800X3D but it costs twice as much as a 7600x (40k INR) which will make it out of the budget so you will probably want to look for a cheaper X3D processor which is 5700X3D/5800X3D BUT I wouldn't recommend getting a 5700X3D now because 1. It's on a dead platform with no upgradability, 2. It would have been okay if you had a useable motherboard (so you weren't buying it new, which in this instance you will have to) 3.
