Thank for the advice. So i will definately add a SSd and UPS. Also i cant come to conclusion whether to go for i5 or i7.Also should i save up on Motherboard and expand on GPU to say HD7870. or even GTX670(if available before 10 June I dont want to wait too long. Hoping ivy bridge will be widely available by then.
So my most likely configuration would be
Intel Core i5 3550 ~14500/-
ASUS P8H77-M PRO ~9500/-
Corsair XMS3 OR G.Skill RIPJAWS 4GB x2 ~3400/-
AMD HD 7870 ~22000/-
Seagate Barracuda 7200.14 1TB ~5600/-

So total-81100 .It seems i m gonna have to contend with my old monitor for now .Also can i get online links for these as i cant find any online site selling ivy bridge processors as of now.
Do suggest whether this configuration is best or it need some changes.
@OP - As you have said that you are not interested in gaming, your rig will handle pretty much everything else that comes its way in the future since gaming is where the hardware gets outdated pretty quickly.

Apart from the ASUS motherboard I have already mentioned, try to see if these are available locally --
Intel DH77EB
Intel DH77KC
These will be less expensive and Intel after sales network is like Maruti car service network; in India, a Computer = Intel Inside, so you will be in safe hands.
Instead of the HD 7870 go for its younger sibling the HD 7850 2GB ~15000/-
If you can have the SSD brought in by relatives outside India well you can save money there as well and go for the Crucial M4 120GB ~7500/- [but $$ rates are :jumpy: and will hurt either ways].
The Intel Core i5 3550 is available here.

Then it will be definitely better to go for a Ivy-Bridge processor over the Sandy-Bridge because of the following reasons --
- Native support for USB 3.0 is CPU dependent, plopping in a Sandy-Bridge processor means this feature is lost.
- Maybe one year down the line he over-clocks. What ceiling is he fixing for it? The Ivy-Bridge will be fine for a 4.0GHz --> 4.5GHz after that the cheap-TIM plays truant.
- He is buying a brand new kit better to go for Ivy-Bridge over the Sandy Bridge because the gains made in the former outweigh its cons.
Anyway let us see if OP wants to over-clock OR not -- @rohit3887 will you be interested in over-clocking?

I dont know much about the Overclocking but from i have heard the main problem is that PC start making noise and generates extra heat which is just a dead breaker for me.Although without the sound problem well Why not more speed the better it is.

No you will not need to change the motherboard if you go for the Core i7 3770, but if you want to over-clock you will have to invest in the Intel Core i7 3770k.
The Intel Core i7 3770 is not available yet, unfortunately and is expected to retail for ~19000/-; the -k marked variant will be ~22000/-.
So the question is, are you willing to invest that much more and will you require this extra horsepower?

i5 3570 k @ 14500 smc international @ this price better to go for it than sandy bride e, i5 3550 or even the i7 3770k which is much worse off in heating compared to i5 3570k ,the only problem is with the heating how long will the cpu last,if it last 5-7 year,people can go for it

Don't go for Asus HD7870 instead go for Sapphire HD7870,Also there's no i7 3550 it's either i7 3770 OR i5 3550 which you've mentioned.
There is no processor by the name Core i7 3550, it is the Core i5 3550. If you are getting the same for such a low price go for it. Yes I found the corresponding link, here it is.
As you are sacrificing over-clocking, then why don't you search around for the Intel motherboard(s) I had listed, the Intel DH77KC it will save you some cash and Intel's after sales support will be better at your place than Rashi Peripherals [the guys who handle ASUS].
As you are not going to gun for daily sessions of Battlefield 3, I suggest you can scale back on the graphics card too; get the AMD HD 7850 2GB ~15900/-.
Ditch the SSD for now, add it one OR two months down the line if he budget is seriously under constraints. Just purchase the Seagate Barracuda 7200.14 1TB.
