Take it from someone that has been around the block.... many times 
(I'm 40ish now... and I have done all kinds of dating... some extremely hot ones too ) Don't fret... tell her you like her... but don't make it into a big deal with her... jus lay it on casually that you think she is cute, and would she like to go hang out some time..... The bigger deal you make of it, the more chance it has to blow into something that it doesn't need to.

I missed same oppurtunity man (even more younger than U but I was aware of everything), her father works in bank and they moved to Mumbai, and now after so many yrs I found her @ Orkut, I feel so jealous now.
