iPhone 4, not sure if you can get for 15K and new is impossible but she would be happy with games for sure.
iPhone 4 can be jailbroken on iOS 6.1.3 as well and she loves games and many games are paid, so you know what i mean ;)

Lumia 720.

- Costs 17k - fits your budget.

- WP UI - intuitive and user-friendly.

- Camera - beats any other phone in this price bracket hands down. Captures excellent low-light snaps.

- The WP app. store is a weakness but the collection is growing slowly and steadily. There are plenty of good games in the store right now and some of them are free. For instance, Temple Run.

- Removable and replaceable back covers (5 colors to choose from). Easy access to the battery.

- NFC - hasn’t been very popular as yet. But when the NFC tags/stickers become available, this will be helpful.

- Comes with a free Nokia music store subscription for a year. The collection of soundtracks and songs in the store is overwhelming! They are DRM-free, weighs in at 2-3 MB each (with a 3G connection, downloading a track takes few seconds) and can be shared.
