Yes theoretically. Once they feel like shutting down free 5g, you won't get it.

Wondering what it does for non-smartphone plans. Currently only data and outgoing calls get disabled if SIM from a Jiophone is inserted into a smartphone. If such packs enable data for a short time then may be worthwhile, although one that enables outgoing call is more useful.
