Did not record those stats unfortunately. The GPU drops the clocks when there are no intensive apps running. Have been like that day since day 1.

I think he might have meant if the card Throttles down under heavy load (not low loads) due to low heat dissipation and card aging.

No idea. System has been dismantled so there's no way I can check that right now.
