Samsung S10e, Google Pixel 4a are definitely two very good options.
Both options are just perfect brother...

The OnePlus 3 is not a small sized phone. Its the same size as a OnePlus 5t. Diagonally measured screen sizes can be misleading. With screens getting taller, the diagonal size increases a lot, but the phone size remains same.

So, considering OP 3 for a small phone is not a good idea.
Yep, my workaround to this has been to check the width and height of the phone.
I am good with anything around 67-71mm width, and 135-145mm height.
The height varies depending on the aspect ratio (18:9, 19:9, 21:9) and obviously the bezels too. The width is mostly the first thing I check though.
In the last five years, that's the Pixel 1/2/3, Samsung S8/S10e, Sony Z5 Compact. This is one of the "big" reasons I never picked up a OnePlus. :D
Above is eye opener for OnePlus 3.
Been using the old iphone se since a couple of years. Very fast responses but use it mostly to make and receive calls and messages...still on the older ios...but really small and handy and light weight. may be you could try the newer iphone se
another good option- iPhone se.

Findings :
S10e cost 49000+ - out of budget. can stretch max to max 30k. If available, this one my first peak now over to OnePlus 3
Goog Pix 4a - wonderful phone. but not available now on flipcart promotion price : 29999/- . Hope deal returns soon!...
iphone se - a little tiny worries me on ios transition, low battery , 3 gb ram.. is it speedy one ?
OnePlus 3 or 3T - now crossing my fingers as my first requirement is tiny phone easily fits into my palm.... Also, not available nowadays!

EDIT =
Just browsing and find S10 with little more impressive specs but with +8mm height and minor +display size (14.73cm -15.49cm=+0.24cm). Chipset and processor are same. Take away point is 10000 less price on Amazon deal of the day.

Focus on the width of the phone. There are quite a few that are handy without being unwieldy.
Exactly! I think people need to stop using inches" for determining usability since there are too many different aspect ratio displays these days. Look for phone width on gsmarena. imo anything under 70cm is very usable. Most droids are 75cm these days. Anything above that, god help you. Bless google for making the pixel 3a and 4a. I hope they continue with that size and price.

OnePlus 3T available on Amazon. But this ruin my decision. Any more words here!

Newer phones with edge to edge screens are as compact as 3 year old phones but with bigger screen sizes so it doesn't make sense to go for older phones as they are not as compact as their screen size mislead them to be. If OP3 size is something you feel comfortable with, then do take a look at OP6t as well which has the same width but extra length of 5mm. I feel that it would be quite similar in use. You should be able to find used ones in your budget. If not, you should definitely be able to find OP6 .

Edit - Just checked and even the OP7 has the same dimensions as 6T.

Even considering the topic, it would be absolute foolishness to buy the OP3 now
I remember a friend giving me her phone for some work. She had just finished watching Friends episode. The back panel was so hot that it had almost slipped from my hand save for the table nearby. She told that it was a normal and it happened regularly. It was the most hottest phone I had ever held to date.

Yeah 4a is the most compact out there indeed but won't really recommend it as the phone is not a value for money, already seeing numerous reports of heating issues after using the camera for just 5 mins or so among other reports of performance related issues as well.
