if you're not planning to overclock then wait for the non-k series of skylake. (and non-z chipsets)

an i7 6700k is ~30k
and a top-of-the-line z170 board (msi gaming for e.g.) is ~20k
the main advantage skylake has over broadwell is better power consumption particularly when overclocking and since you're not planning on doing that then a k-series is extra money for nothing.
intel has changed sockets but not the socket fan layout so your noctua cooler should fit.
otherwise there's always the venerable cooler master hyper 212. (~3k)
if you want a liquid cooler then there's the corsair hydro line (H60 or H100)

Skylake:-
ASUS Z170 PRO GAMING - 14,499/-
Intel i7 6700k- 27,300/-
G.Skill Ripjaws 16GB(4x4GB) 3000Mhz - 12,500/-
Total - 54,300/-

X99 :-
ASUS X99-A - 22,400/-
Intel i7 5820k - 29,599/-
Gskill Ripjaws 4 F4 3000-C15Q 16gb - 13,534/-
Total - 65533/-

The X99 build will cost you more but might have longer usability over the skylake.
